Building Use Policy

Type of Use
The buildings and physical facilities of
Weddings
FUMC policies concerning weddings are addressed by separate policies, one for members and one for non-members. All provisions of those policies are made a part of this Building Use Policy.
Approval for Use of
All use of Church facilities for primary use is to be under the direction and approval of the Senior Pastor. Any request by members of the Church for building use beyond that defined as primary use must be approved by the Senior Pastor. Any request by an outside group or non-member must first be approved by the Senior Pastor and is subject to the further approval of the Board of Trustees, in consultation with the Senior Pastor.
Scheduling
For events and activities planned through the normal working of the program staff, the decision to schedule use of the Church facilities is to remain with the Senior Pastor. For events and activities other than those planned through the normal working program staff, the decision to approve and schedule a use of the Church facilities is to remain with the Board of Trustees, in consultation with the Senior Pastor.
In the event of conflicting requests, the Senior Pastor or the Board of Trustees, as applicable, shall have the discretion to select which request to accept, paying due regard to the date each request was received.
A calendar of all scheduled use of Church facilities is to be maintained in the Church office by a member of the Church support staff, selected by the Senior Pastor, to act as the calendar secretary.
Building Use Fees
The following schedule of standard fees for non-wedding functions, approved by the Board of Trustees, shall be in effect until amended. All fees are for a maximum of four (4) hours unless previous arrangements are made.

The custodian’s service to open, close and set up as directed by the Building Use Form is included in the price. Kitchen use is available for the additional fee as stated above.
Early opening requested: $50 per hour requested over the stated time on the Building Use Form, or a maximum of two (2) hours before the event.
All fees are to be paid at least two (2) weeks in advance for the event to remain on the schedule and to reserve the room or facility. The Senior Pastor has the discretion to set fees for usage other than those included in the above schedule. The Senior Pastor also has the discretion to adjust or waive the above fees under appropriate circumstances.
Preparation and Cleanup
For the primary building use, a custodian in the employment of the Church is available for the purpose of maintaining the general cleanliness of the Church facilities and the setting up of facilities for primary building use.
For all use of the building other than primary use, the responsibility for setting up and cleaning the facility after the usage lies with those using the facility.
Administration of the Building Policy
All requests for use of a Church facility for events that are not planned through the normal working of the program staff are to be made in writing and submitted to the calendar secretary. Such written requests are to be made by using a form prepared by the Church staff. The form is to state all items of the Building Use Policy applicable to such events, is to request all information necessary to administer the Building Use Policy, and is to include an agreement for acceptance by those using the facility that all applicable items of the Building Use Policy will be observed. Such requests for Church facility use are to be submitted in accordance with any advance notice requirements appearing in the form.
The Board of Trustees reserves the right to reject any application and the right to cancel any application previously approved, if the Board determines that a compelling interest of the Church would be better served by doing so. All applicants should recognize that certain Church functions may on occasion be recognized as having a significance and priority within the life of the Church that may outweigh an application previously approved. However, the Board of Trustees shall not exercise this prerogative unless in its sole discretion it believes such a change is necessary.
Building Security
In order to maintain building security, keys to the church facility and a security system code are to be issued to a limited number of persons. Keys and a security system code may be issued to members of the Church staff as designated by the Senior Pastor, any member of the Board of Trustees, or other persons as designated by the Board of Trustees. A record of all persons who have been issued keys and a code to the security system is to be maintained by the calendar secretary or other person designated by the Senior Pastor. This record is to be provided to members of staff as designated by the Senior Pastor, and to the Chair of the Board of Trustees. Any information concerning a change in locks or security system codes is to be immediately provided to those affected.
A person having been issued keys to the Church building and a security system code must be on the Church premises for the duration of a scheduled building use, for the purpose of maintaining building security and locking the facility at the conclusion of the event.
